Athletes must be residents of the State of New York. There are 3 divisions for competition - Open, Scholastic and Masters. Open & Scholastic Division candidates participate in Regional Trials in one of six regions of New York State, and Masters Division athletes enter by meeting the qualifications for their sport.  Qualified athletes in all three divisions, numbering some 5,500, will participate in finals competition at the host city.

The EMPIRE STATE GAMES competition is a program of the New York State Office of Parks, Recreation, and Historic Preservation, is a member of the National Congress of State Games, and is a recognized State Games Program of the United States Olympic Committee.
